John Packham, esq.
Deputy Utah County Attorney
John is responsible for prosecuting felonies that include drug distribution, DUI, white-collar crime, and firearm-related offenses. John works closely with law enforcement as part of their ongoing criminal investigations, and often will be the liaison with the county law enforcement agencies.
Before relocating to Utah, John worked with the Multnomah County District Attorney’s Office (CLS) and Oregon Department of Justice (Child Advocacy). While at the Multnomah County DA’s office, John worked as a high volume personnel conducting arraignments and trying misdemeanor cases in the Portland DA’s office.
‘Fun Fact’ about John; during the 2020 ‘Summer of Love’, John worked at the downtown Portland Justice Center that rioters repeatedly attacked and attempted to burn down.
John is Bar Certified in Utah, Idaho and Oregon, and is a lifelong firearms enthusiast.
Todd Nielsen, Nielsen Training and Consulting

For the majority of Todd’s career, he served as a team leader within the San Jose Police Department’s many Special Operations units, including:
· covert and plain clothed operations;
· Critical Incident Teams, Rapid Containment Teams, Crowd Control;
· Narcotic Enforcement, Fugitive Apprehension, Counter-Human Trafficking;
· High-Risk Warrant Service with SJPD and in conjunction with other local SWAT teams;
· Secret Service Dignitary Protection Operations for Presidents Clinton and Bush.
Additionally, Todd developed and implemented his department’s low-light tactical training program, was responsible for training all in-service officers in Active Shooter Tactics, Use of Force, Dynamic and Slow Search Tactics, First Aid and CPR.
As the Lead Instructor for a large domestic tactical training firm, Todd has trained law enforcement officers from across the country. Todd also trained personnel from Joint Special Operations Command (JSOC) and military contractors on numerous occasions.
Throughout his career, Todd earned numerous awards and commendations, including the Outstanding Police Duty Award for his response to an active shooter incident – due to Todd’s quick actions, the still armed shooter was in custody within minutes of the first shot fired
